COVID-19 Agency Updates

Opportunities for Otsego is operating as follows:  

Building Healthy Families: BHF is fully functioning virtually.  Participants may email, call or text home visitors for general inquires and to schedule virtual home visits. To inquire about services or make a referral, call 607.434.9707 or leave a message at 607.433.8000.

The Children's Center: Closed until further notice.

Early Head Start is currently providing home visits and virtual services to families.  Center-based Early Head Start at 256 River Street is operating at limited capacity.  To inquire about enrollment, call 607.433.8063 or email

Emergency Housing: Opportunity House homeless shelter is open and fully operational. Persons needing emergency housing or eviction prevention services should call the Emergency Housing Assistance Program 24-hour hotline at 607.433.8318.

Energy Opportunities: Services are fully operational with approved plans for disinfecting, social distancing, and safety precautions.

Head Start is resuming in-person center-based services; however, CDC guidelines and day care regulations limit the number of children per classroom. Home visiting and virtual services are being offered as an option for families where classrooms are full or while centers are closed.

  • Morris: Opening November 23rd.  Half-day program.  Parent transport.
  • Oneonta/256 River Street: Open for a half-day program.  Limited bus transportation.
  • Oneonta/SUNY Oneonta: Virtual until further notice.
  • Richfield Springs: Opening November 30th.  Half-day program.  Parent transport.
  • Schenevus: Open for a half-day program.  Limited bus transportation.
  • Unadilla: Open for a half-day program.  Limited bus transportation.

Housing Services is operating virtually.

Universal Pre-Kindergarten (UPK) is operating virtually.

The Violence Intervention Program: Emergency shelter services for victims of domestic violence is open and fully operational. VIP will continue to provide virtual services to victims of domestic violence, sexual assault, and violent crimes. Assistance may be obtained by calling the 24-hour Crisis Hotline at 607.432.4855.

Weatherization: Services are operating with approved plans for disinfecting, social distancing, and safety precautions.

Women, Infants, and Children (WIC): All services are available by phone during normal business hours Monday - Friday. The Richfield Springs, Cherry Valley and Cooperstown WIC sites are closed until further notice. OFO recommends that the community continue to adhere to CDC and NYS State Department of Health recommendations to wear a mask; maintain 6 feet of distance in public; cover coughs and sneezes; and use proper washing techniques.
